Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA) Applications

Sanitary & Stormwater 

The Ministry of the Environment, Conservation and Parks (MECP) has recently introduced a modernized approach to the Environmental Compliance Approval (ECA) application process, now called the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA). This approach is intended to reduce the burden on municipalities, developers and the Ministry, by imposing a consistent set of conditions intended to improve environmental protection. The MECP issued Pelham’s CLI ECA’s on December 19, 2023, making this the effective date of the download of responsibility of these approvals.

About this process

Our CLI ECA approval process covers most alterations that meet the preauthorized MECP requirements for the Sanitary Collection System and Stormwater Management System owned and operated by the Town of Pelham.

Development projects no longer need to submit individual pipe-by-pipe MECP applications for future alterations; however, they will need to ensure that they

If the project does not meet the MECP design criteria, the project may still be approved, but requires a direct submission to the MECP.

 

To streamline this process, the Town of Pelham has implemented an application process to assist Developers seeking approval from the municipality under the new CLI ECA's governing the municipal sewage collection system and stormwater management system. You will find each below.

The Developer and their Engineering Consultant must complete these forms. Please note the new post-construction requirements outlined by the MECP related to this process.

Application Process

1. Complete the relative application form(s) in the links below, specific to your request for approval.

2. Once the application is complete, please ensure all required supporting documents are emailed to       compliance@pelham.ca. The Applicant will receive an email confirming receipt of the submission.

3. A review of the submission package will be completed and any comments and/or approvals will be sent to the Applicant electronically via email. Resubmission may be required based on comments provided.

 

There are two types of alterations related to CLI ECA application:

  • Sanitary (sewage) Collection System: all connected sewage collection works within the Town of Pelham right-of-way (ROW) and owned and/or operated by the Town of Pelham.
  • Storm Management System: all connected stormwater management works within the Town of Pelham right-of-way (ROW) and owned and/or operated by the Town of Pelham.

You need to request a CLI ECA alteration for the following types of projects.

Wastewater (Sanitary) Infrastructure Alteration Projects – Additions, Modifications, Replacements and Extensions as defined under CLI ECA 072-W601

  • Alterations for Separate Sewers, Nominally Separate Sewers and Forcemains
  • Alterations for Combined Sewers, Partially Separated Sewers and Combines Sewage Storage Tanks and Structures
  • Alterations to Components for the Municipal Sewage Collection System
  • Alterations to Equipment with Emissions to the Air

Stormwater Infrastructure Alterations Projects – Additions, Modifications, Replacements and Extensions as defined under CLI-ECA 072-S701

  •  Alterations to Storm Sewers, Ditches or Culverts
  •  Alterations to Stormwater Management Facilities
  •  Alterations for Third Pipe Collection Systems

You are not required to apply for a CLI ECA alteration for privately owned sewage works on industrial, institutional or commercial land.

For these projects you may still need an individual ECA from the MECP or building permit.

Development Submissions

Upon completion on the design of the proposed alteration to the Sewage Collection System and Stormwater Management System applicant may submit their completed application package via email to the Town’s Engineering Department through compliance@pelham.ca.

The Town will review the application for completion and provide the applicant with an approval letter and form signed by the Town.

All reports and drawings must follow the MECP requirements for sewage and stormwater work as well as the Town of Pelham Engineering Design Standards

Sanitary Collection

  • Form A1 (Authorized Alteration of Equipment Discharging a Contaminant of Concern to the Atmosphere)
  • Form SS1 (Authorized Alteration for Sanitary Sewer, Nominally Separate Sewers and Forcemains)
  • Form SS2 (Authorized Alteration for Components of the Municipal Sewage Collection System)

Stormwater

  • Form SW1 (Authorized Alteration from Storm Sewers/Ditches/Culverts)
  • Form SW2 (Authorized Alteration for Stormwater Management facilities including Ponds, OGS and LID)
  • Form SW3 (Authorized Alteration for Third Pipe Collection System)

Annual Performance Reporting

As required under Schedule E of the CLI ECA’s, annual performance reports shall be produced for the preceding year and made available to the public at no charge on the Town’s website by June 1st of the reporting year.
