The Town of Pelham Community Planning & Development Department is responsible for development review within the town. The Planning Division processes development applications including:
The Regional Municipality of Niagara and Niagara Peninsula Conservation Authority may also require fees for the review of development applications.
Niagara Escarpment Development Permit applications are submitted to the Niagara Escarpment Commission directly.
New Planning Application Portal Launched in 2025
Pelham is excited to announce the new online application portal for submitting pre-consultation requests. The online application portal can be accessed through https://service.pelham.ca and selecting “Development Applications.”
The Portal will streamline submissions, making submitting, managing, and tracking planning applications
more efficient. The platform will allow applicants to:
- Submit pre-consultation requests conveniently.
- Upload all required documents directly to the Portal digitally.
- Track the status of their submissions in real time.
- Receive timely notifications and updates throughout the process on application status updates.

The portal will expand to include online submissions for all other development applications, going live in Q1 of 2025.
The launch of the new online submission system for pre-consultation meeting requests coincides with new fees for pre-consultation meetings effective January 1, 2025. Town staff will confirm the required fee upon submission of your request. Town and Region payments for pre-consultation meetings should be made online through the Paymentus system at the time of submission.

2025 User Fee & Charges
The Town of Pelham user fee and charges ensure that services specific to individuals are not subsidized by all ratepayers within the Town of Pelham.
Letter of Compliance Request
Fee: $153 (10 business day service), or $246 for expedited service
Payment Options: credit card payments online only, cheque by mail or courier, debit or cash in person at Town Hall.

Zoning Approvals
Zoning plays an important role in the geographical makeup and function of any city, influencing where land development can flourish. The Town of Pelham has a comprehensive archive of Zoning By-Law information to facilitate your expansion or relocation process.
Details such as the height of buildings, the number of metres a building must be set back from the street and landscaping requirements are examples of how zoning will affect your business. Please note that all Zoning By-laws are legally enforceable decisions of Pelham Council. Proposed developments that do not fit the By-law requirements are not allowed to proceed without amendment.
