The Town of Pelham regular council meeting was held on Wednesday, January 15, 2025, at 9:00 a.m. in the Council Chambers at the Pelham municipal building at 20 Pelham Town Hall. Video recording and live stream of the meeting can be viewed at www.pelham.ca/live
Redistribution of the Provincial Land Transfer Tax and GST to Municipalities for Sustainable Infrastructure Funding
Council received correspondence from several municipalities across Ontario regarding the redistribution of the Provincial Land Transfer Tax (LTT) and Goods and Services Tax (GST) to support sustainable infrastructure funding. Council formally endorsed the motion which calls for a portion of the LTT and GST collected on property transactions to be redirected to municipalities. This redistribution aims to provide municipalities with a predictable and sustainable funding source to address growing infrastructure needs without placing an additional tax burden on residents.
2025 Municipal Community Grants
Council received report 2025-0022, 2025 Municipal Community Grant Allocation and approved the 2025 Municipal Grant allocations for $19,433.41 waived fees; $28,500.00 cash allocations; and $19,848.81 estimated in-kind labour requests, as outlined in the 2025 Municipal Grant allocation summary. In addition to the approved allocations, Council approved the request for a scholarship for E.L. Crossley Secondary School in the amount of $1000.00. In accordance with the Municipal Grants Policy S400-04, applications for funding are accepted annually from not-for-profit organizations that implement significant events and services within the Town of Pelham. These organizations are eligible for grant funding and/or in-kind contributions. At its discretion, Council can approve grants to support community not-for-profit organization groups or events that will directly benefit the residents of Pelham.
Personal Alcohol Consumption in Peace Park Program Implementation
Council received report 2025-0004 Personal Alcohol Consumption in Peace Park Program Implementation, for information; AND Council approved the implementation of year-round, permanent permission for personal alcohol consumption in Peace Park for those of legal drinking age and directed staff to prepare and present the amending by-law for Council’s consideration. The pilot project concluded on October 31, 2024. Council proceeded with allowing the public consumption of alcohol in Peace Park, outside of AGCO Special Occasion Permitted events, pending enactment of the By-law on January 29th. Council retains the authority to repeal the amending by-law at any time should the circumstance warrant it.
Policy for Animals in Town Facilities
Council received report 2025-0020, “Policy for Animals in Town Facilities,” and Council requested that staff make revisions to the proposed Policy No. S100-17, for further review at a future meeting of council.
Advisory Committee Council Representation and Meeting Frequency Review – Term 2, 2022-2026
Council received report 2025-0015 “Advisory Committee Council Representation and Meeting Frequency Review – Term 2, 2022-2026 and Council approved amendments to the following Terms of Reference to establish the meeting frequencies for the Pelham Active Transportation Committee to meet bi-monthly and the Agricultural Advisory Committee to meet quarterly, with the flexibility to call additional meetings as needed. Council for the Town of Pelham also considered and approved the continuation of all existing council appointments. Council directed the Town Clerk to prepare and present a revised appointment by-law that reflects the changes in Council representatives at the next Regular Meeting of Council.
