Special Events Permits
The Special Event Permit By-law 78-2024 provides a system for organizing safe and enjoyable events that enhance the community.
What is a Special Event?
Special Events are organized and time-limited events or functions on public or private property:
- with a maximum duration of five (5) continuous calendar days;
- that augments the ordinary business or operations at the Property where it is Held;
- that is open to the public and/or to invitees; and
- that is reasonably expected to have more than two hundred (200) attendees and/or participants over its duration.
Functions that may constitute a Special Event include but are not limited to a fair, exhibition, carnival, bazaar, craft show, auction, concert, film screening, festival, sporting event, temporary agritourism offering, parade, neighbourhood block party, assembly for political, religious or cultural purposes, or other similar event.
When is a permit required?
If your event or function meets any of the criteria listed above, you are required to obtain a Special Event Permit.
Exemptions
The following are exempt under the Special Event Permit By-law:
- Events held exclusively by a Private Club on their private property, provided the event complies with all applicable laws.
- Events hosted solely by a Service Club on their private property, provided the event complies with all applicable laws.
- Events held entirely on private property as part of the regular operations of a business or institution provided the event is permitted under the Zoning By-law.
- Events or activities deemed “Normal Farm Practices” under the Farming and Food Production Protection Act, such as "Pick Your Own" offerings.
- Note: When a “Pick Your Own” event contains additional elements, a Permit and/or Zoning relief will be required.
- Special Events hosted by the Town of Pelham, Niagara Region, the Province of Ontario, or the Government of Canada.
Application Process
- Submit your Special Event Permit Application at least 45 days before the event.
- Include required supporting documents, such as:
- Venue plans
- Proof of insurance
- Parking and traffic management plans (if applicable).
- No application fee for the permit itself, but additional permits may have associated fees.

Compliance and Enforcement
Special Events must comply with all terms of the permit and applicable laws. Non-compliance may result in fines, penalties, or the suspension/revocation of the permit.
