Quaker Road Closure
Project Description
As part of the 2016 Wastewater Master Servicing Plan, the Town of Pelham has been identified as an area of significant growth. To support existing and future flows and system connectivity associated with growth, more trunk sewer capacity is required on Quaker Road.
Niagara Region will be constructing a new sanitary trunk sewer along Quaker Road between Pelham Street and Rice Road in the City of Welland and Town of Pelham. The new 600mm sanitary trunk sewer was identified as a long-term system improvement, which provides sanitary sewer relief along Quaker Road connecting the Pelham Street Regional sanitary sewer to the outlet sewer east of Rice Road. This will provide adequate capacity for future sanitary flows.

- Local sanitary sewer replacement, which will also service new developments along the corridor
- Watermain replacement
- Corridor urbanization including storm sewers, curb and gutter, sidewalks and bike lanes.
Tuesday, Feb. 20, 2024 until Friday, March 1, 2024
Rice Road and Quaker Road intersection will be closed to through traffic.
Detour
- Northbound traffic: Rice Road (Regional Road 54) > Woodlawn Road (Regional Road 41) > Clare/Line Avenue > Merritt Road > Rice Road (Regional Road 54)
- Southbound traffic: Rice Road (Regional Road 54) > Merritt Road > Line/Clare Avenue > Woodlawn Road (Regional Road 41) > Rice Road (Regional Road 54)
- Westbound traffic: Quaker Road > First Avenue > Woodlawn Road (Regional Road 41) > Pelham Street
- Eastbound traffic: Quaker Road > Line/Clare Avenue > Woodlawn Road (Regional Road 41) > First Avenue > Quaker Road
Quaker Road between Line/Clare Avenue and Rice Road will be closed to through traffic.
Detour
- Westbound traffic: Quaker Road > First Avenue > Woodlawn Road (Regional Road 41) > Pelham Street
- Eastbound traffic: Quaker Road > Line/Clare Avenue > Woodlawn Road (Regional Road 41) > First Avenue > Quaker Road
Businesses and residents along Quaker Road between Line/Clare Avenue and Rice Road will have access up to Rice Road from Line/Clare Avenue, but will not have access through the intersection. Businesses and schools will stay open at all times.
Emergency services will have access through the detour routes.

What to Expect
During construction, expect dust, periodic noise, and road closures near construction activities with detour routes set up through nearby neighborhoods. Advance notice will be provided if access to your property or services will be interrupted.
Working hours will typically fall between 7 a.m. and 7 p.m., Monday to Friday. Some activities may require working hours outside of these times.
